How do i get here?
So far i just finished arborstone and the first luxon mission to get the spear
and my primary quest atm is battle in sewers. Does battle in sewers let me choose an alliance? If i choose Kurzick then will i be able to get in to House?

Battle in the Sewers will lead you to the Sunjiang District mission. Completion of that will give you the option to choose which faction you want to side with; yes you can choose both.
